مَّنَّاعٍۢ لِّلْخَيْرِ مُعْتَدٍۢ مُّرِيبٍ

Preventer of good, aggressor, and doubter,

    And His saying ( مَنَّاعٍ لِلْخَيْرِ ) ("who withholds the good"): Qatāda said concerning "the good" (al-khayr) in this place: it is the obligatory alms (zakāh).

    Bishr related that to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda.

    But the correct ruling on this, in my view, is that it concerns every right that is obligatory for Allah, or for a human being, with respect to his property; and "the good" (al-khayr) in this place is wealth (al-māl).

    We have said only that this is the correct ruling because Allah, exalted is His mention, by His saying ( مَنَّاعٍ لِلْخَيْرِ ) ("who withholds the good") spoke about him in a general sense, namely that he withholds the good, without specifying anything particular thereof to the exclusion of anything else. This therefore concerns every good that the one who seeks it may be denied.

    And His saying ( مُعْتَدٍ ) ("a transgressor"), He says: one who transgresses against the people with his tongue through coarseness and obscenity in his speech, and with his hand through violence and unlawful brutality.

    As Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda: a transgressor in his speech, his conduct, and his deeds.

    And His saying ( مُرِيبٍ ) ("a doubter"), that is: one who doubts the oneness of Allah and His power over what He wills.

    As Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning His saying ( مُرِيبٍ ): that is, a doubter.

    وقوله ( مَنَّاعٍ لِلْخَيْرِ ) كان قتادة يقول في الخير في هذا الموضع: هو الزكاة المفروضة. حدثنا بذلك بشر, قال: ثنا يزيد, قال: ثنا سعيد, عن قتادة. والصواب من القول في ذلك عندي أنه كلّ حق وجب لله, أو لآدمي فى ماله, والخير في هذا الموضع هو المال. وإنما قلنا ذلك هو الصواب من القول, لأن الله تعالى ذكره عمّ بقوله ( مَنَّاعٍ لِلْخَيْرِ ) عنه أنه يمنع الخير ولم يخصص منه شيئا دون شيء, فذلك على كلّ خير يمكن منعه طالبه. وقوله ( مُعْتَدٍ ) يقول: معتد على الناس بلسانه بالبذاء والفحش في المنطق, وبيده بالسطوة والبطش ظلما. كما حدثنا بشر, قال: ثنا يزيد, قال: ثنا سعيد, عن قتادة: معتد في منطقه وسيرته وأمره. وقوله ( مُرِيبٍ ) يعني: شاكّ في وحدانية الله وقُدرته على ما يشاء. كما حدثنا بشر, قال: ثنا يزيد, قال: ثنا سعيد, عن قتادة, قوله ( مُرِيبٍ ) : أي شاكّ.
