And to Allah belongs the dominion of the heavens and the earth. He forgives whom He wills and punishes whom He wills. And ever is Allah Forgiving and Merciful.

His statement ( وَلِلَّهِ مُلْكُ السَّمَاوَاتِ وَالأرْضِ ) And to Allah belongs the dominion of the heavens and the earth — He, exalted is His mention, says: to Allah belongs the sovereignty over the heavens and the earth, and therefore no one — O hypocrites — is able to repel Him from what He intends for you of punishment for your hypocrisy (nifāq), if you persist therein, nor to prevent Him from forgiving you if He forgives, when you repent from your hypocrisy and your unbelief (kufr). And this is from Allah, exalted is His praise, an exhortation to these bedouins who lagged behind with respect to the Messenger of Allah ﷺ, to repentance and to returning to the command of Allah concerning obedience to His Messenger ﷺ. He says to them: hasten with repentance because of your lagging behind with respect to the Messenger of Allah ﷺ, for Allah forgives those who show repentance. ( وَكَانَ اللَّهُ غَفُورًا رَحِيمًا ) And Allah is Forgiving, Merciful — He says: and Allah has ever been Forgiving toward the punishment of those who turn to Him in repentance from their sins and their disobediences among His servants, and ever Merciful toward them, that He would punish them for their sins after they have repented from them.
