Covering the people; this is a painful torment.

( which will envelop the people ): He says: which will envelop their eyes through the weight of the suffering that befalls them. ( This is a painful punishment ): By this it is meant that, on account of the distress and suffering that befalls them, they will say: This is a painful punishment. And it is the agonizing one. The word (they say) has been omitted from the statement, because the hearers' knowledge of its meaning made it unnecessary to mention.
