To Him belongs whatever is in the heavens and whatever is in the earth, and He is the Most High, the Most Great.

The explanation of the saying of the Exalted: لَهُ مَا فِي السَّمَاوَاتِ وَمَا فِي الأَرْضِ وَهُوَ الْعَلِيُّ الْعَظِيمُ (42:4) — ("To Him belongs whatever is in the heavens and whatever is on the earth, and He is the Most High, the Most Great.")
The Exalted, whose praise is sublime, says: to Allāh belongs the dominion over مَا فِي السَّمَاوَاتِ وَمَا فِي الأَرْضِ ("whatever is in the heavens and whatever is on the earth") of things, all of them. وَهُوَ الْعَلِيُّ ("and He is the Most High") — He says: and He possesses loftiness and elevation above all things, and all things are beneath Him, for they are within His power, His might is carried out over them, and His will is fulfilled among them. الْعَظِيمُ ("the Most Great") — He to whom belong greatness, majesty, and supremacy.
