Allah is Subtle with His servants; He gives provisions to whom He wills. And He is the Powerful, the Exalted in Might.

The explanation of the saying of the Exalted: اللَّهُ لَطِيفٌ بِعِبَادِهِ يَرْزُقُ مَنْ يَشَاءُ وَهُوَ الْقَوِيُّ الْعَزِيزُ (42:19) (Allah is gracious and subtly kind toward His servants; He provides for whom He wills, and He is the Strong, the Almighty.)
The Exalted, whose remembrance is sublime, says: Allah is full of subtle grace toward His servants; He provides for whom He wills and enlarges the provision for him, and He restricts it for whom He wills of them. (وَهُوَ الْقَوِيُّ) — He who is not overcome by any mighty one, however strong that one may be, and who, when He wills to punish someone, is not held back by His power. (الْعَزِيزُ) — the Almighty in His retribution, when He takes vengeance upon the people who disobey Him.
