Tafseer of The Forgiver · Ghafir · 40:13
It is He who shows you His signs and sends down to you from the sky, provision. But none will remember except he who turns back [in repentance].

The explanation of the saying of the Exalted: هُوَ الَّذِي يُرِيكُمْ آيَاتِهِ وَيُنَزِّلُ لَكُمْ مِنَ السَّمَاءِ رِزْقًا وَمَا يَتَذَكَّرُ إِلا مَنْ يُنِيبُ (40:13) (He it is who shows you His signs and sends down for you provision from the heaven; but none takes heed except he who turns [to Him].)
The Exalted, whose praise is sublime, says: He who shows you, O people, His proofs and His indications of His oneness and His sovereignty ( وَيُنـزلُ لَكُمْ مِنَ السَّمَاءِ رِزْقًا ) — He says: He sends down for you from your provisions out of the heaven, by causing the rain to fall down through which your food springs forth from the earth, and the fodder for your livestock that belongs to you. ( وَمَا يَتَذَكَّرُ إِلا مَنْ يُنِيبُ ) — He says: and none takes heed of the proofs of Allah, which He has set as indications of His oneness, so that he derives instruction from them and lets himself be admonished and knows the reality of that which they indicate, except he who turns [to Him]. He says: except he who returns to His oneness and turns toward obedience to Him.
As Muḥammad related to us, he said: Aḥmad related to us, he said: Asbāṭ related to us, on the authority of al-Suddī ( إِلا مَنْ يُنِيبُ ) he said: he who turns toward obedience to Allah.
