When he said to his people, "Will you not fear Allah?

إِذْ قَالَ لِقَوْمِهِ أَلا تَتَّقُونَ ("When he said to his people: Do you not fear?").
He says: when he said to his people among the Children of Israel: Do you not fear Allah, O people, so that you would be wary of Him and would guard against His punishment on account of your worship of a lord other than Allah and a god other than Him?
