And they will not be able [to give] any instruction, nor to their people can they return.

And His statement ( فَلا يَسْتَطِيعُونَ تَوْصِيَةً ) — "And then they will not be able to make a bequest" — means: the Exalted says: these polytheists (mushrikīn), at the blowing of the trumpet, will not be able to leave anyone a bequest concerning their possessions ( وَلا إِلَى أَهْلِهِمْ يَرْجِعُونَ ) — "nor return to their family" — He says: and whoever of them is outside his house will not be able to return to them, because they are granted no respite for that, but are struck in haste with destruction.
And in accordance with what we have said about this, the exegetes have spoken.
* The mention of who said that:
Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda ( فَلا يَسْتَطِيعُونَ تَوْصِيَةً ), that is: concerning that which is in their hands ( وَلا إِلَى أَهْلِهِمْ يَرْجِعُونَ ), he said: they are struck too hastily for that.
Yūnus related to me, saying: Ibn Wahb informed us, saying: Ibn Zayd said concerning His statement وَمَا يَنْظُرُ هَؤُلاءِ إِلا صَيْحَةً وَاحِدَةً ... to the end of the verse, he said: This is the beginning of the Day of Resurrection. And he recited ( فَلا يَسْتَطِيعُونَ تَوْصِيَةً ) until he reached إِلَى رَبِّهِمْ يَنْسِلُونَ — "to their Lord they hasten."
