    The explanation of His statement, the Exalted: tanzīla l-ʿazīzi r-raḥīm (36:5) ("a sending down from the Almighty, the Merciful").

    The reciters differed over the reading of His statement tanzīla l-ʿazīzi r-raḥīm. Most of the reciters of Medina and Basra read it as tanzīlu l-ʿazīz with the u-vowel (rafʿ) on "tanzīl." The rafʿ-reading can be understood in two ways. The one is that one takes it as a predicate (khabar), so that the meaning of the statement is: "Verily, it is a sending down from the Almighty, the Merciful." The other is that one takes it as the beginning of a new sentence (ibtidāʾ), so that the meaning is then: "Verily, you are among the messengers; this is a sending down from the Almighty, the Merciful." Most of the reciters of Kufa and some of the people of Syria read it as tanzīla with the a-vowel (naṣb), as a verbal noun (maṣdar) derived from His statement innaka la-mina l-mursalīn ("Verily, you are among the messengers"), because the sending precisely takes place through the sending down. It is then as though it were said: as a sending down, truly sent down by the Almighty, the Merciful.

    And the correct view concerning this, in my opinion, is that they are two well-known readings among the reciters of the cities, which closely approach one another in meaning; with whichever of the two the reciter recites, he attains what is correct. The meaning of the statement is: verily, you are among the messengers, O Muḥammad (the Prophet ﷺ), as a sending from the Lord, the Almighty in His retribution against those who disbelieve in Him, the Merciful toward whoever turns to Him in repentance and turns away from his disbelief (kufr) and his moral corruption (fisq), so that He does not punish him for his past crime after he has turned to Him in repentance.

    القول في تأويل قوله تعالى : تَنْزِيلَ الْعَزِيزِ الرَّحِيمِ (5) اختلف القراء في قراءة قوله ( تَنـزيلَ الْعَزِيزِ الرَّحِيمِ ) فقرأته عامة قراء المدينة والبصرة (تَنـزيلُ الْعَزِيزِ) برفع " تنـزيل " ، والرفع في ذلك يتجه من وجهين؛ أحدهما بأن يجعل خبرًا، فيكون معنى الكلام: إنه تنـزيل العزيز الرحيم. والآخر: بالابتداء، فيكون معنى الكلام حينئذٍ : إنك لمن المرسلين، هذا تنـزيل العزيز الرحيم. وقرأته عامة قراء الكوفة وبعض أهل الشام (تَنـزيلَ) نصبًا على المصدر من قوله إِنَّكَ لَمِنَ الْمُرْسَلِينَ لأن الإرسال إنما هو عن التنـزيل، فكأنه قيل: لمنـزل تنـزيل العزيز الرحيم حقًّا. والصواب من القول في ذلك عندي أنهما قراءتان مشهورتان في قراء الأمصار، متقاربتا المعنى، فبأيتهما قرأ القارئ فمصيب الصواب. ومعنى الكلام: إنك لمن المرسلين يا محمد إرسال الرب العزيز في انتقامه من أهل الكفر به، الرحيم بمن تاب إليه، وأناب من كفره وفسوقه أن يعاقبه على سالف جرمه بعد توبته له .
