His statement ( وَإِنْ نَشَأْ نُغْرِقْهُمْ فَلا صَرِيخَ لَهُمْ ) — "And if We will, We drown them, and then there is no rescuer for them" — means: the Exalted says: and if We will, We drown these polytheists (mushrikīn) when they board the ship upon the sea ( فَلا صَرِيخَ لَهُمْ ) — He says: then there is no helper for them, when We drown them, who comes to their aid and saves them from drowning.

As Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda ( وَإِنْ نَشَأْ نُغْرِقْهُمْ فَلا صَرِيخَ لَهُمْ ), that is to say: there is no helper.

And His statement ( وَلا هُمْ يُنْقَذُونَ ) — "And neither are they rescued" — means: and nothing rescues them from drowning, if We drown them in the sea, except that We rescue them, out of mercy from Our side toward them, and deliver them from it.
