By the wise Qur'an.

And His statement wal-Qurʾāni l-ḥakīm ("By the wise Qurʾān") means: by the Qurʾān which has been made entirely firm and binding (muḥkam) through the rulings (aḥkām) it contains, and through the clear proofs of its arguments.
