The discourse on the explanation of His statement, the Exalted: وَسَوَاءٌ عَلَيْهِمْ أَأَنْذَرْتَهُمْ أَمْ لَمْ تُنْذِرْهُمْ لا يُؤْمِنُونَ ("And it is the same for them whether you warn them or do not warn them: they do not believe") (36:10).

The Exalted, whose remembrance is exalted, says: And it is the same, O Muḥammad, for those against whom the word [of punishment] has been rightly confirmed—whichever of the two matters proceeds from you toward them, the warning or the omission of the warning—for they will not believe, because Allah has already decreed concerning that to their detriment.
