And if Allah were to impose blame on the people for what they have earned, He would not leave upon the earth any creature. But He defers them for a specified term. And when their time comes, then indeed Allah has ever been, of His servants, Seeing.

The explanation of the saying of the Exalted: وَلَوْ يُؤَاخِذُ اللَّهُ النَّاسَ بِمَا كَسَبُوا مَا تَرَكَ عَلَى ظَهْرِهَا مِنْ دَابَّةٍ وَلَكِنْ يُؤَخِّرُهُمْ إِلَى أَجَلٍ مُسَمًّى فَإِذَا جَاءَ أَجَلُهُمْ فَإِنَّ اللَّهَ كَانَ بِعِبَادِهِ بَصِيرًا (35:45) (And if Allah were to punish people for what they have earned, He would not leave upon her surface any living creature; but He grants them respite until an appointed term. And when their term comes, then indeed Allah is, of His servants, Seeing.)
The Exalted, whose remembrance is exalted, says: وَلَوْ يُؤَاخِذُ اللَّهُ النَّاسَ (And if Allah were to punish people). He says: and if Allah were to punish people and requite them for the sins and acts of disobedience they have committed and the transgressions they have perpetrated, He would not leave upon her surface any living creature that crawls upon it. وَلَكِنْ يُؤَخِّرُهُمْ إِلَى أَجَلٍ مُسَمًّى (but He grants them respite until an appointed term). He says: but He defers their punishment and their requital for what they have earned, until a term known to Him, bounded, which they will not shorten and which they will not exceed when they reach it.
And as we have said concerning this, so also said the scholars of exegesis.

Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda: وَلَوْ يُؤَاخِذُ اللَّهُ النَّاسَ بِمَا كَسَبُوا مَا تَرَكَ عَلَى ظَهْرِهَا مِنْ دَابَّةٍ (And if Allah were to punish people for what they have earned, He would not leave upon her surface any living creature), except what Nūḥ carried in the ark.
And His saying فَإِذَا جَاءَ أَجَلُهُمْ فَإِنَّ اللَّهَ كَانَ بِعِبَادِهِ بَصِيرًا (And when their term comes, then indeed Allah is, of His servants, Seeing). The Exalted, whose remembrance is exalted, says: and when the term of their punishment comes, indeed Allah is of His servants Seeing — which of them deserves to be punished, and which of them is worthy of honor, and which of them was obedient to Him in the world, and which of them was a polytheist (mushrik) against Him therein. None of them remains hidden from Him, and no knowledge of anything of their affair escapes Him.
