That is the Knower of the unseen and the witnessed, the Exalted in Might, the Merciful,

The explanation of the saying of the Exalted: ذَلِكَ عَالِمُ الْغَيْبِ وَالشَّهَادَةِ الْعَزِيزُ الرَّحِيمُ (That is the Knower of the unseen and the witnessed, the Almighty, the Merciful). The Exalted, whose mention is exalted, says: This is the One who does what I have described to you in these verses; He is عَالِمُ الْغَيْبِ (the Knower of the unseen), that is to say: the Knower of what is withheld from your sights, O people, so that you cannot see it, of what the breasts conceal and the souls hide, and of what is not yet but what shall come to pass. وَالشَّهَادَةِ (and the witnessed), that is to say: what the sights have beheld, so that they saw it and perceived it with their own eyes, and what exists. الْعَزِيزُ (the Almighty). He says: the Severe in His retribution against whoever denies Him, sets up another as a partner alongside Him, and rejects His messengers. الرَّحِيمُ (the Merciful) toward whoever repents from his error and returns to belief in Him and in His messenger and to acting in obedience to Him — that He should punish him after the repentant return.
