Who establish prayer and give zakah, and they, of the Hereafter, are certain [in faith].

الَّذِينَ يُقِيمُونَ الصَّلاةَ ("Those who establish the prayer") — that is to say: those who maintain the prescribed prayer (ṣalāh) with its attendant limits [and conditions]; وَيُؤْتُونَ الزَّكاةَ ("and give the obligatory alms") — which Allah has made obligatory upon them in their possessions; وَهُمْ بِالآخِرَةِ هُمْ يُوقِنُونَ ("and who are certain of the Hereafter") — that is to say: they do that while being certain of Allah's requital and His reward in the Hereafter for whoever does so.
