Tafseer of The Romans · Ar-Room · 30:6

[It is] the promise of Allah. Allah does not fail in His promise, but most of the people do not know.

The explanation of the statement of the Exalted: (6) (As a promise of Allah; Allah does not break His promise, but most people do not know. (30:6))

The Exalted, whose remembrance is high, says: Allah — exalted is His praise — has promised, namely that the Romans (Rūm) will conquer Persia after Persia's victory over them. And وَعْدَ اللهِ is in the accusative as a verbal noun (maṣdar) governed by His statement: وَهُمْ مِنْ بَعْدِ غَلَبِهِمْ سَيَغْلِبُونَ (and they, after their defeat, will surely be victorious), because that is a promise from Allah to them that they will be victorious; it is as though He said: Allah promised that to the believers as a promise. لا يُخْلِفُ اللهُ وَعْدَهُ, the Exalted, whose remembrance is high, says: indeed, Allah fulfills His promise to the believers, namely that the Romans will conquer Persia; He does not break that promise of His to them, for in His promises there is no breaking of word. He says: but most of Quraysh, who deny that Allah fulfills His promise to the believers — namely that the Romans will conquer Persia — do not know that it is so, and that it is not possible that there could be any breaking of word in Allah's promise.
