Allah extends provision for whom He wills of His servants and restricts for him. Indeed Allah is, of all things, Knowing.

The explanation of the words of the Exalted: اللَّهُ يَبْسُطُ الرِّزْقَ لِمَنْ يَشَاءُ مِنْ عِبَادِهِ وَيَقْدِرُ لَهُ إِنَّ اللَّهَ بِكُلِّ شَيْءٍ عَلِيمٌ (62) (Allah expands the provision for whom He wills of His servants and restricts it for him. Indeed, Allah is All-Knowing of all things.) (62)
The Exalted, whose mention is exalted, says: Allah expands His provision (rizq) for whom He wills of His creatures, and He narrows it and constricts it for whom He wills of them. He says: Your provision and its distribution among you, O people, is in My hand and in the hand of none other than Me. I expand it for whom I will of it, and I restrict it for whom I will. So let not the fear of poverty hold you back from emigrating (hijra) and fighting your enemy.
إِنَّ اللَّهَ بِكُلِّ شَيْءٍ عَلِيمٌ (Indeed, Allah is All-Knowing of all things.) He says: Indeed, Allah is all-knowing of your interests, and of who there is nothing more beneficial for him than expansion in provision, and of who there is nothing more beneficial for him than restriction of it; and He is fully aware of that.
