Indeed in that is a sign, but most of them were not to be believers.

And His saying: إِنَّ فِي ذَلِكَ لآيَةً (Therein is surely a sign) — Allah, exalted be His remembrance, says: In what I did to Pharaoh and his companions — namely that I drowned them in the sea because they had denied My messenger Mūsā and had transgressed My command after I had given them a warning and had warned them — therein is a clear proof, O Muḥammad, for your people of the Quraysh, that this is My way of dealing with everyone who treads their path of denying My messengers. And therein is an admonition for them and a lesson, that they may remember and take heed, so that they do not do the same as what they did — namely deny you despite the proof and the signs that you have brought them — for otherwise the same punishment will befall them as befell them. And for you there is a sign in what I did to Mūsā and in My rescuing him after his prolonged striving against Pharaoh and his people, and in My clear victory for him and My granting to him and his people as inheritance their houses, their land, and their possessions — this as an indication that I will tread the same path with you, if you exercise patience as he exercised patience and you fulfill the task of conveying the message to those to whom I have sent you as he fulfilled it. And I will grant you victory over those who deny you and exalt you above them. وَمَا كَانَ أَكْثَرُهُمْ مُؤْمِنِينَ (And most of them were not believers) — He says: And most of your people, O Muḥammad, did not believe in the clear Truth that Allah had brought you — it was already fixed in My foreknowledge that they would not believe.
