But the hypocrites say, "We have believed in Allah and in the Messenger, and we obey"; then a party of them turns away after that. And those are not believers.

Allah, exalted be His remembrance, says: the hypocrites say: we believe in Allah and in the Messenger, and we obey Allah and obey the Messenger. ثُمَّ يَتَوَلَّىٰ فَرِيقٌ مِّنْهُم — but thereafter every group among them turns away from the Messenger of Allah ﷺ after they have made this statement, and calls for adjudication by someone other than him when they have an opponent. وَمَا أُولَٰئِكَ بِالْمُؤْمِنِينَ — those who make this statement, that is to say His word: آمَنَّا بِاللَّهِ وَبِالرَّسُولِ وَأَطَعْنَا (we believe in Allah and in the Messenger, and we obey), are not believers; for they shun adjudication by the Messenger of Allah ﷺ and turn away from him when they are called to it.
