Why did they [who slandered] not produce for it four witnesses? And when they do not produce the witnesses, then it is they, in the sight of Allah, who are the liars.

Allah, exalted be His mention, says: Why did those who spread the slander, who defamed ʿĀʾisha with false accusations, not bring four witnesses who would testify to what they alleged about her and with which they had insulted her?
And when they do not bring four witnesses for what they alleged and with which they had accused her: فَأُولَئِكَ عِنْدَ اللَّهِ هُمُ الْكَاذِبُونَ ("then it is they, in the sight of Allah, who are the liars") — that is to say: the group that accused her with that are, in the sight of Allah, the liars in the slander they brought.
