And We have sent down rain from the sky in a measured amount and settled it in the earth. And indeed, We are Able to take it away.

He, exalted be His remembrance, says: We sent down the water that is upon the earth from the sky and caused it to settle therein.
As al-Qāsim related to us, saying: al-Ḥusayn related to us, saying: Ḥajjāj related to me, on the authority of Ibn Jurayj: وَأَنـزَلْنَا مِنَ السَّمَاءِ مَاءً بِقَدَرٍ فَأَسْكَنَّاهُ فِي الأَرْضِ (And We sent down from the sky water in a measure and caused it to settle in the earth) — water that comes from the sky.
His word: وَإِنَّا عَلَى ذَهَابٍ بِهِ لَقَادِرُونَ (and indeed We are able to take it away) — He, exalted be His praise, says: We are surely able to cause the water that We have settled in the earth to disappear, so that you, O people, would perish from thirst, your lands would be ruined and would bring forth neither crops nor plantings, and your livestock would perish. He says: it is therefore among My favors toward you that I make this flow for you upon the earth.
