Allah chooses from the angels messengers and from the people. Indeed, Allah is Hearing and Seeing.

Allah, exalted is His mention, says: Allah chooses messengers from among the angels — such as Jibrīl and Mīkāʾīl, whom He sent to His prophets — and from whom He wills of His servants and from mankind, such as His prophets whom He sent as messengers to His servants among the children of Adam. The meaning of the words is: Allah chooses messengers from among the angels and also messengers from among mankind. And it has been said that this verse was revealed when the polytheists said: "Has the Reminder been sent down upon him while we are also here?" Whereupon Allah said to them: That belongs to Me and is in My hand, apart from My creatures — I choose whom I will from among them for the message.
And His word إِنَّ اللَّهَ سَمِيعٌ بَصِيرٌ ("Indeed, Allah is All-Hearing, All-Seeing") — He says: Indeed, Allah hears what the polytheists say about Muḥammad ﷺ and about what he has brought from his Lord, and He sees whom He chooses from among His creatures for His message.
