It has been decreed for every devil that whoever turns to him - he will misguide him and will lead him to the punishment of the Blaze.

He — exalted be His praise — says: It has been decreed concerning Satan. The meaning of كُتِبَ (it has been written) here is therefore: "it has been decreed." And the pronoun in His words "concerning him" refers to Satan.
As Ibn ʿAbd al-Aʿlā related to us, he said: Muḥammad ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda, concerning كُتِبَ عَلَيْهِ أَنَّهُ مَنْ تَوَلاهُ (it has been decreed concerning him that whoever takes him as a friend): he said: "It has been decreed concerning Satan that whoever among the creatures of Allah follows Satan [he will lead him to his ruin]."
Muḥammad ibn ʿAmr related to me, he said: Abū ʿĀṣim related to us, he said: ʿĪsā related to us. And al-Ḥārith related to me, he said: al-Ḥasan related to us, he said: Warqāʾ related to us — both on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning this verse: he said: "It has been decreed concerning Satan that he will lead whoever follows him to the Fire."
