Tabari

Tafseer of The Pilgrimage · Al-Hajj · 22:14

Indeed, Allah will admit those who believe and do righteous deeds to gardens beneath which rivers flow. Indeed, Allah does what He intends.

Allah, exalted be His mention, says: Verily, Allah will admit those who have affirmed Allah and His Messenger and who have acted in the world according to what Allah commanded them and have abstained from what He forbade them therein, into gardens — that is to say: orchards — تَجْرِي مِنْ تَحْتِهَا الأنْهَارُ — He says: the rivers flow beneath the trees thereof — إِنَّ اللَّهَ يَفْعَلُ مَا يُرِيدُ — and He gives the people of His obedience what pleases Him in the way of honoring them, and the people of His disobedience what pleases Him in the way of abasement.
