But, [on the contrary], We have provided good things for these [disbelievers] and their fathers until life was prolonged for them. Then do they not see that We set upon the land, reducing it from its borders? So it is they who will overcome?

Allah, exalted be His praise, says: These polytheists have no gods who can protect them apart from Us, and no protector who can shield them from Our punishment when We wish to punish them. They relied upon this and did not obey Our messengers, trusting in that. But We let them enjoy this worldly life and let their forefathers before them enjoy it as well, so that life became long for them while they persisted in their unbelief — no admonishing punishment from Us reached them, and no deterring retribution for their unbelief, their transgression of Our command, their worship of the idols, and the images. They forgot Our covenant, did not recognize the value of Our favor toward them, and did not know where gratitude was due.
His words أَفَلَا يَرَوْنَ أَنَّا نَأْتِي الْأَرْضَ نَنْقُصُهَا مِنْ أَطْرَافِهَا — "Do they not then see that We come to the land, diminishing it from its edges?" Allah, exalted be His praise, says: Do these polytheists toward Allah — who ask Muḥammad ﷺ for signs and seek to hasten the punishment — not see that We come to the land and destroy it from its outermost regions by subjugating its inhabitants, overcoming them, driving them out, and killing them with the swords? May they thereby take a lesson and be warned, and may they fear that We will send down upon them from Our might the like of what We sent down upon the inhabitants of the outermost regions. The names of those who held this opinion and those who contradicted it, together with the narrations from them, have already been mentioned in Sūra al-Raʿd, which makes referring to them here unnecessary.
His words أَفَهُمُ الْغَالِبُونَ — "Are they then the victors?" Allah, the Blessed and Exalted, says: Are these polytheists who seek to hasten Muḥammad ﷺ with the punishment the ones who overcome Us — while they have seen how We subjugated those whom We struck with Our violence in the outermost regions of the lands? That is not so. No, We are the victors. This is merely a rebuke from Allah, the Exalted, to these polytheists for their ignorance. He says: Do they think that they will overcome Muḥammad and subjugate him, while He who overcame those in the outermost regions of the lands has already subjugated others than them?
Thus Bishr related to us, he said: Yazīd related to us, he said: Saʿīd related to us, on the authority of Qatāda, concerning the words أَفَهُمُ الْغَالِبُونَ : "They are not the victors; the victor is the Prophet of Allah ﷺ."
