They cannot precede Him in word, and they act by His command.

His words لَا يَسْبِقُونَهُ بِالْقَوْلِ — "They do not precede Him in speech." Allah, exalted be His praise, says: they speak only with what their Lord commands them, and they perform no deed except thereby.
Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, who said: Allah said — praising them thereby — لَا يَسْبِقُونَهُ بِالْقَوْلِ and وَهُمْ بِأَمْرِهِ يَعْمَلُونَ ("and they act according to His command").
