[Pharaoh] said, "So who is the Lord of you two, O Moses?"

The explanation of the words of Allah the Exalted: إِنَّا قَدْ أُوحِيَ إِلَيْنَا أَنَّ الْعَذَابَ عَلَى مَنْ كَذَّبَ وَتَوَلَّى (20:48)
(Verily, it has been revealed to us that the punishment rests upon whoever lies and turns away.)
Allah the Exalted says to His messenger Mūsā and Hārūn: say to Pharaoh: it has been revealed to us by your Lord that His punishment—which knows no end and no ceasing—rests upon whoever lies about that to which we summon him: the oneness of Allah and obedience to Him and the answering of His messengers. وَتَوَلَّى —that is to say: he turned around, turning away from the truth which we have brought him.
As Bishr related to us, he said: Yazīd related to us, he said: Saʿīd related to us, on the authority of Qatāda, concerning His word أَنَّ الْعَذَابَ عَلَى مَنْ كَذَّبَ وَتَوَلَّى : he denied the Book of Allah and turned away from obedience to Allah.
