The explanation of the word of Allah, the Exalted: اذْهَبْ إِلَى فِرْعَوْنَ إِنَّهُ طَغَى ("Go to Pharaoh — verily, he has transgressed the bounds") (20:24)

Allah, exalted be His remembrance, says to His prophet Mūsā, Allah's prayers be upon him: اذْهَبْ — O Mūsā — إِلَى فِرْعَوْنَ إِنَّهُ طَغَى — "he has transgressed his own bounds and set himself up in defiance against his Lord." We have already expounded the meaning of excess (ṭughyān) in a manner that suffices and makes repetition in this place unnecessary.

In the sentence there is an omitted element from which the listener can derive sufficient understanding from what has indeed been said; that omitted element is: اذْهَبْ إِلَى فِرْعَوْنَ إِنَّهُ طَغَى — "go to him and invite him to the acknowledgment of the oneness of Allah and to obedience to Him, and to releasing the Children of Israel to go with you."
