Allah the Exalted says to His Prophet ﷺ: And your Lord, O Muḥammad, knows best who is in the heavens and on the earth and what is beneficial for them — for He is their Creator, their Sustainer, and their Disposer. He knows best who is fit for repentance and mercy, and who is fit for punishment. He guides to the truth whoever was destined, in My foreordainment, for mercy and felicity, and He sends astray whoever was destined, in My foreordainment, for misery and abandonment. He says: Let that not weigh heavily upon you, for that is part of My dealing with them — on account of My favoring some prophets over others, by sending some to particular creatures and others to all, and by raising some above others in degrees.
As Bishr related to us, he said: Yazīd related to us, he said: Saʿīd related to us, on the authority of Qatāda, concerning His word وَرَبُّكَ أَعْلَمُ بِمَنْ فِي السَّمَاوَاتِ وَالْأَرْضِ وَلَقَدْ فَضَّلْنَا بَعْضَ النَّبِيِّينَ عَلَى بَعْضٍ: "Allah took Ibrāhīm as His intimate friend (khalīl) and spoke with Mūsā directly. Allah made ʿĪsā like Ādam — He created him from dust and then said to him: 'Be' and he was; and he is the servant of Allah and His messenger, from a word of Allah and a spirit from Him. And He gave Sulaymān a kingship that befits no one after him, and He gave Dāwūd the Psalms — we were told that it was a prayer taught to Dāwūd, consisting of praises and glorifications, without there being in it anything lawful or forbidden, nor obligations or prescribed punishments (ḥudūd). And for Muḥammad He forgave what preceded of his sins and what followed."
Al-Qāsim related to us, he said: al-Ḥusayn related to us, he said: Ḥajjāj related to me, on the authority of Ibn Jurayj, concerning وَلَقَدْ فَضَّلْنَا بَعْضَ النَّبِيِّينَ عَلَى بَعْضٍ: he said: "Allah spoke with Mūsā, and sent Muḥammad to all people without exception."
