Tafseer of The Thunder · Ar-Ra'd · 13:28
Those who have believed and whose hearts are assured by the remembrance of Allah. Unquestionably, by the remembrance of Allah hearts are assured."

Abū Jaʿfar said: The Exalted says: وَيَهْدِي إِلَيْهِ مَنْ أَنَابَ (and He guides to Himself whoever turns back) by means of repentance — namely those who believe.
And "al-ladhīna āmanū" (those who believe) is in the accusative position, as a descriptive qualifier of "man" (whoever), for "al-ladhīna āmanū" are the very same as "man anāba" (whoever turns back) — it is an explanatory appositive thereof.
And His word: وَتَطْمَئِنُّ قُلُوبُهُمْ بِذِكْرِ اللَّهِ (and their hearts find rest in the remembrance of Allah) — He says: their hearts find rest and find solace in the remembrance of Allah. As:
20358 — Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning His word: وَتَطْمَئِنُّ قُلُوبُهُمْ بِذِكْرِ اللَّهِ — he said: they have found rest in the remembrance of Allah and have found solace therein.
And His word: أَلا بِذِكْرِ اللَّهِ تَطْمَئِنُّ الْقُلُوبُ (Know that by the remembrance of Allah hearts find rest) — He says: know that by the remembrance of Allah the hearts of the believers find rest and find solace.
It has been said that by this He meant the hearts of the believers among the Companions of the Prophet ﷺ.

20359 — Al-Ḥasan ibn Muḥammad related to us, saying: Shabāba related to us, saying: Warqāʾ related to us, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning His word: أَلا بِذِكْرِ اللَّهِ تَطْمَئِنُّ الْقُلُوبُ — for Muḥammad and his Companions.
20360 — Al-Muthanā related to me, saying: Abū Ḥudhayfa related to us, saying: Shibil related to us.
20361 — And al-Muthanā related to me, saying: Isḥāq related to us, saying: ʿAbd Allāh related to us, on the authority of Warqāʾ, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid: أَلا بِذِكْرِ اللَّهِ تَطْمَئِنُّ الْقُلُوبُ — he said: for Muḥammad and his Companions.
20362 — … he said: Isḥāq related to us, saying: Aḥmad ibn Yūnus related to us, saying: Sufyān ibn ʿUyayna related to us, concerning His word: وَتَطْمَئِنُّ قُلُوبُهُمْ بِذِكْرِ اللَّهِ — he said: they are the Companions of Muḥammad ﷺ.
