Tafseer of The Thunder · Ar-Ra'd · 13:1
Alif, Lam, Meem, Ra. These are the verses of the Book; and what has been revealed to you from your Lord is the truth, but most of the people do not believe.

Abū Jaʿfar said: We have already set forth previously the explanation of the meaning of الر and المر and their equivalents — the disconnected letters with which the beginning of some sūras of the Qurʾān is opened — in a manner sufficient that we need not treat them again. We will, however, mention the reports that are specific to each sūra whose beginning opens with something of these letters.
What has been transmitted by way of narration in this connection concerning this sūra from Ibn ʿAbbās — through Abū al-Ḍuḥā Muslim ibn Ṣabīḥ and Saʿīd ibn Jubayr — concerns the distinction between the meaning with which its beginning is opened (with the added mīm that it has over and above the rest of the sūras with الر) and the meaning with which its sister-sūras, which lack this letter, are opened.

20044 — Ibn al-Muthannā related to us, saying: ʿAbd al-Raḥmān related to us, from Hushaym, from ʿAṭāʾ ibn al-Sāʾib, from Saʿīd ibn Jubayr, from Ibn ʿAbbās: المر — he said: "I am Allah, who sees (Anā Allāhu arā)."
20045 — Aḥmad ibn Isḥāq related to us, saying: Abū Aḥmad related to us, saying: Sharīk related to us, from ʿAṭāʾ ibn al-Sāʾib, from Abū al-Ḍuḥā, from Ibn ʿAbbās: his saying المر — he said: "I am Allah, who sees (Anā Allāhu arā)."
20046 — Al-Muthannā related to me, saying: Abū Nuʿaym al-Faḍl ibn Dukayn related to us, saying: Sufyān related to us, from Mujāhid: المر — "opening letters with which He opens His speech."
And His saying تِلْكَ آيَاتُ الْكِتَابِ (these are the signs of the Book): The Exalted says by this: "Those things of which I have told you the tidings are the signs of the Book which I sent down before this Book — to the one to whom I sent it down of My messengers before you."
And it has been said: by this are meant the Torah and the Gospel.

20047 — Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, from Qatāda, his saying: المر تِلْكَ آيَاتُ الْكِتَابِ — "the Books that were before the Qurʾān."
20048 — Al-Muthannā related to me, saying: Abū Nuʿaym related to us, saying: Sufyān related to us, from Mujāhid: تِلْكَ آيَاتُ الْكِتَابِ — he said: "the Torah and the Gospel."
And His saying وَالَّذِي أُنزِلَ إِلَيْكَ مِن رَّبِّكَ الْحَقُّ [the Qurʾān] — "Act in accordance with what is in it and hold fast to it."
In accordance with what we have said about this, the exegetes also said.

20050 — Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, from Qatāda, his saying: وَالَّذِي أُنزِلَ إِلَيْكَ مِن رَّبِّكَ الْحَقُّ — that is to say: "this Qurʾān."
And in His saying وَالَّذِي أُنزِلَ إِلَيْكَ there are two possible grammatical constructions: the first is the nominative, as a new sentence in itself, so that it is raised by الْحَقُّ — "and the Truth is in it." This view is that of Mujāhid and Qatāda, as we have already mentioned from them previously.
