   The statement concerning the explanation of the words of Allah, the Exalted: وَيَا قَوْمِ أَوْفُوا الْمِكْيَالَ وَالْمِيزَانَ بِالْقِسْطِ وَلا تَبْخَسُوا النَّاسَ أَشْيَاءَهُمْ وَلا تَعْثَوْا فِي الأَرْضِ مُفْسِدِينَ (And O my people, give full measure and weight with justice, and do not deprive the people of their possessions, and do not go about the earth spreading corruption) (85).

   Abū Jaʿfar said: Allah, exalted be His mention, says, reporting the words of Shuʿayb to his people: "Give the people full measure and weight" — بِالْقِسْطِ — that is to say: with justice; that is to say: give those entitled to their rights their full rights that are measured or weighed, in accordance with what is due to them, without depriving or diminishing.

   And His word: وَلا تَبْخَسُوا النَّاسَ أَشْيَاءَهُمْ — that is to say: "Do not deprive the people of their rights which you owe them to give in measure or weight or otherwise," as:

   18473 — Al-Ḥārith related to me, he said: ʿAbd al-ʿAzīz related to us, he said: ʿAlī ibn Ṣāliḥ ibn Ḥayy related to us: "It has reached me concerning His word: وَلا تَبْخَسُوا النَّاسَ أَشْيَاءَهُمْ " — he said: "Do not deprive them."

   18474 — Bishr related to us, he said: Yazīd related to us, he said: Saʿīd related to us, on the authority of Qatāda: وَلا تَبْخَسُوا النَّاسَ أَشْيَاءَهُمْ — that is to say: "Do not wrong the people in their possessions."

   And His word: وَلا تَعْثَوْا فِي الأَرْضِ مُفْسِدِينَ — that is to say: "Do not go about the earth committing therein disobedience to Allah," as:

   18475 — Al-Ḥasan ibn Yaḥyā related to us, he said: ʿAbd al-Razzāq informed us, he said: Maʿmar informed us, on the authority of Qatāda, concerning His word: وَلا تَعْثَوْا فِي الأَرْضِ مُفْسِدِينَ — he said: "Do not go about the earth."

   18476 — It was related to me, on the authority of al-Musayyib, on the authority of Abū Rawq, on the authority of al-Ḍaḥḥāk, concerning His word: وَلا تَعْثَوْا فِي الأَرْضِ مُفْسِدِينَ — that is to say: "Do not go about the earth spreading corruption" — by that he means: the depriving of measure and weight.

   القول في تأويل قوله تعالى : وَيَا قَوْمِ أَوْفُوا الْمِكْيَالَ وَالْمِيزَانَ بِالْقِسْطِ وَلا تَبْخَسُوا النَّاسَ أَشْيَاءَهُمْ وَلا تَعْثَوْا فِي الأَرْضِ مُفْسِدِينَ (85) قال أبو جعفر : يقول تعالى ذكره ، مخبرًا عن قيل شعيب لقومه: أوفوا الناس الكيل والميزان (31) ، " بالقسط"، يقول: بالعدل، وذلك بأن توفوا أهل الحقوق التي هي مما يكال أو يوزن حقوقهم ، على ما وجب لهم من التمام ، بغير بَخس ولا نقص. (32) * * * وقوله: (ولا تبخسوا الناس أشياءهم) ، يقول : ولا تنقصوا الناس حقوقهم التي يجب عليكم أن توفوهم كيلا أو وزنًا أو غير ذلك، (33) كما:- 18473- حدثني الحارث قال ، حدثنا عبد العزيز قال ، حدثنا علي بن صالح بن حي قال: بلغني في قوله: (ولا تبخسوا الناس أشياءهم) قال، : لا تنقصوهم. 18474- حدثنا بشر قال ، حدثنا يزيد قال ، حدثنا سعيد، عن قتادة: (ولا تبخسوا الناس أشياءهم) ، يقول: لا تظلموا الناس أشياءهم. * * * وقوله: (ولا تعثوا في الأرض مفسدين) ، يقول: ولا تسيروا في الأرض تعملون فيها بمعاصي الله، (34) كما:- 18475- حدثنا الحسن بن يحيى قال، أخبرنا عبد الرزاق قال، أخبرنا معمر، عن قتادة في قوله: (ولا تعثوا في الأرض مفسدين)، قال: لا تسيروا في الأرض. 18476- وحدثت عن المسيب، عن أبي روق، عن الضحاك في قوله : (ولا تعثوا في الأرض مفسدين)، يقول: لا تسعوا في الأرض مفسدين ، يعني: نقصان الكيل والميزان. ----------------------- الهوامش : (31) انظر " إيفاء المكيال والميزان " فيما سلف 12 : 224 ، 555 .
