And you are going to know who will get a punishment that will disgrace him [on earth] and upon whom will descend an enduring punishment [in the Hereafter]."

The exposition of the explanation of the words of Allah the Exalted: مَنْ يَأْتِيهِ عَذَابٌ يُخْزِيهِ وَيَحِلُّ عَلَيْهِ عَذَابٌ مُقِيمٌ (39) — "the one whom a disgracing punishment will strike and upon whom an abiding punishment will descend"
Abū Jaʿfar says: Allah the Exalted announces what Nūḥ said to his people: فَسَوْفَ تَعْلَمُونَ — "you will soon know," O people, when the command of Allah has come, who is the one who is lost: مَنْ يَأْتِيهِ عَذَابٌ يُخْزِيهِ — that is to say: the one whom the punishment of Allah strikes, among us and among you, humiliating him and abasing him; وَيَحِلُّ عَلَيْهِ عَذَابٌ مُقِيمٌ — that is to say: and moreover, upon him in the Hereafter an everlasting punishment will descend, without end, which rests upon him forever.
