فَإِلَّمْ يَسْتَجِيبُوا۟ لَكُمْ فَٱعْلَمُوٓا۟ أَنَّمَآ أُنزِلَ بِعِلْمِ ٱللَّهِ وَأَن لَّآ إِلَٰهَ إِلَّا هُوَ ۖ فَهَلْ أَنتُم مُّسْلِمُونَ

And if they do not respond to you - then know that the Qur'an was revealed with the knowledge of Allah and that there is no deity except Him. Then, would you [not] be Muslims?

    The explanation of the interpretation of the words of Allah the Exalted: فَإِلَّمْ يَسْتَجِيبُوا لَكُمْ فَاعْلَمُوا أَنَّمَا أُنْزِلَ بِعِلْمِ اللَّهِ وَأَنْ لا إِلَهَ إِلا هُوَ فَهَلْ أَنْتُمْ مُسْلِمُونَ (14)

    (And if they do not answer you, then know that it has been sent down with the knowledge of Allah, and that there is no god but He — will you then submit?)

    Abū Jaʿfar says: Allah the Exalted thereby says to His Prophet: Say, O Muḥammad, to these polytheists (mushrikīn): if those whom you call upon besides Allah do not answer you by producing ten fabricated sūras like this Qurʾān — while neither you nor they are able to do so — then know and be convinced that it has been sent down solely from heaven upon Muḥammad ﷺ with the knowledge of Allah and His permission, and that Muḥammad has not fabricated it, nor would he be able to fabricate it. وَأَنْ لا إِلَهَ إِلا هُوَ (and that there is no god but He) — he says: be convinced also that there is no object of worship that deserves divinity over the creation, except Allah, to Whom belong the creation and the command. Reject, therefore, the rivals and the gods, and devote worship to Him alone.

    And it has been said that His words فَإِنْ لَمْ يَسْتَجِيبُوا لَكُمْ (and if they do not answer you) constitute an address from Allah to His Prophet — as though He said: and if these unbelievers do not answer you, O Muḥammad, then know, O polytheists, that it has been sent down with the knowledge of Allah. This, however, is an interpretation that is far removed from what is intelligible.

    His words فَهَلْ أَنْتُمْ مُسْلِمُونَ (will you then submit?) — he says: will you submit yourselves to Allah in obedience and devote worship to Him alone, after the proof has been established against you?

    Mujāhid used to say that by these words the Companions of the Prophet ﷺ were intended.

    18009 — Muḥammad ibn ʿAmr related to me, saying: Abū ʿĀṣim related to us, saying: ʿĪsā related to us, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid — concerning فَهَلْ أَنْتُمْ مُسْلِمُونَ — he said: "This is addressed to the Companions of the Prophet ﷺ."

    18010 — Al-Muthanná related to me, saying: Abū Ḥudhayfa related to us, saying: Shibl related to us, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid — he said:

    18010 — And Isḥāq related to us, saying: ʿAbdullāh related to us, on the authority of Warqāʾ, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid — concerning the words وَأَنْ لا إِلَهَ إِلا هُوَ فَهَلْ أَنْتُمْ مُسْلِمُونَ — he said: "This is addressed to the Companions of the Prophet ﷺ."

    18011 — Al-Qāsim related to us, saying: Al-Ḥusayn related to us, saying: Ḥajjāj related to me, on the authority of Ibn Jurayj, on the authority of Mujāhid — in accordance with the foregoing.

    And it has been said concerning فَإِنْ لَمْ يَسْتَجِيبُوا لَكُمْ (and if they do not answer you): the address at the beginning of the discourse proceeded in the singular — namely His words قُلْ فَأْتُوا (say: bring forth then) — and it was not said "and if they do not answer you [singular]," in accordance with what we have previously set forth concerning the address to the head of a people and the leader of their affair: that the Arabs sometimes express his address as an address in the plural, when his address is at the same time an address to his followers and his retinue, and sometimes as an address in the singular, when he is addressed as an individual.

    القول في تأويل قوله تعالى : فَإِلَّمْ يَسْتَجِيبُوا لَكُمْ فَاعْلَمُوا أَنَّمَا أُنْزِلَ بِعِلْمِ اللَّهِ وَأَنْ لا إِلَهَ إِلا هُوَ فَهَلْ أَنْتُمْ مُسْلِمُونَ (14) قال أبو جعفر: يقول تعالى ذكره لنبيه: قل يا محمد لهؤلاء المشركين: فإن لم يستجب لكمْ من تدعون من دون الله إلى أنْ يأتوا بعشر سور مثل هذا القرآن مفتريات، ولم تطيقوا أنتم وهم أن تأتوا بذلك، فاعلموا وأيقنوا أنه إنما أنـزل من السماء على محمد صلى الله عليه وسلم بعلم الله وإذنه، وأن محمدًا لم يفتره، ولا يقدر أن يفتريه ، (وأن لا إله إلا هو)، يقول: وأيقنوا أيضًا أن لا معبود يستحق الألوهة على الخلق إلا الله الذي له الخلق والأمر، فاخلعوا الأنداد والآلهة ، وأفردوا له العبادة. * * * وقد قيل: إن قوله: (فإن لم يستجيبوا لكم) خطاب من الله لنبيه، كأنه قال: فإن لم يستجب لك هؤلاء الكفار ، يا محمد، فاعلموا ، أيها المشركون ، أنما أنـزل بعلم الله ، وذلك تأويل بعيد من المفهوم. * * * وقوله: (فهل أنتم مسلمون) ، يقول: فهل أنتم مذعنون لله بالطاعة، ومخلصون له العبادة ، بعد ثبوت الحجة عليكم؟ * * * وكان مجاهد يقول: عني بهذا القول أصحاب محمد صلى الله عليه وسلم. 18009- حدثني محمد بن عمرو قال ، حدثنا أبو عاصم قال ، حدثنا عيسى، عن ابن أبي نجيح، عن مجاهد: (فهل أنتم مسلمون) ، قال: لأصحاب محمد صلى الله عليه وسلم. 18010- حدثني المثنى قال ، حدثنا أبو حذيفة قال ، حدثنا شبل، عن ابن أبي نجيح، عن مجاهد قال ، 18010- وحدثنا إسحاق قال ، حدثنا عبد الله، عن ورقاء، عن ابن أبي نجيح، عن مجاهد في قوله: (وأن لا إله إلا هو فهل أنتم مسلمون) ، قال: لأصحاب محمد صلى الله عليه وسلم. 18011- حدثنا القاسم قال ، حدثنا الحسين قال، حدثني حجاج، عن ابن جريج، عن مجاهد، مثله. * * * وقيل: (فإن لم يستجيبوا لكم) ، والخطاب في أوّل الكلام قد جرى لواحدٍ، وذلك قوله: قُلْ فَأْتُوا ، ولم يقل: " فإن لم يستجيبوا لك " على نحو ما قد بينا قبلُ في خطاب رئيس القوم وصاحب أمرهم، أن العرب تخرج خطابه أحيانا مخرج خطاب الجمع، إذا كانَ خطابه خطابًا لأتباعه وجنده، وأحيانًا مخرج خطاب الواحد ، إذا كان في نفسه واحدًا.
