Tafseer of The Declining Day, Epoch · Al-Asr · 103:3
Except for those who have believed and done righteous deeds and advised each other to truth and advised each other to patience.

إِلَّا الَّذِينَ آمَنُوا وَعَمِلُوا الصَّالِحَاتِ — He says: except those who have affirmed Allah and honored Him in His Oneness (tawḥīd), and who have acknowledged His Oneness and His obedience, and who have performed righteous deeds, and who have fulfilled what was imposed upon them of His obligatory ordinances (farāʾiḍ), and who have abstained from what He has forbidden them of acts of disobedience to Him. He has excepted the believers from "man," because "man" (al-insān) has the meaning of the plural, not the meaning of the singular.
And His word: وَتَوَاصَوْا بِالْحَقِّ — He says: and they have enjoined one another to abide by acting in accordance with what Allah has sent down in His Book, of His commands, and avoiding what He has forbidden therein.
In line with what we have said about this, the exegetes (ahl al-taʾwīl) have spoken.
* Mention of who said this:
Bishr related to me, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning وَتَوَاصَوْا بِالْحَقِّ : "Al-ḥaqq (the Truth) is the Book of Allah."
Ibn ʿAbd al-Aʿlā related to me, saying: Ibn Thawr related to us, on the authority of Maʿmar, on the authority of al-Ḥasan, concerning وَتَوَاصَوْا بِالْحَقِّ : he said: "Al-ḥaqq is the Book of Allah."
ʿImrān ibn Bakkār al-Kulāʿī related to me, saying: Khaṭṭāb ibn ʿUthmān related to us, saying: ʿAbd al-Raḥmān ibn Sinān Abū Rūḥ al-Sukūnī — a man from Ḥimṣ whom I met in Armenia — related to us, saying: I heard al-Ḥasan say concerning وَتَوَاصَوْا بِالْحَقِّ : "Al-ḥaqq is the Book of Allah."
And His word: وَتَوَاصَوْا بِالصَّبْرِ — He says: and they have enjoined one another to abide by patience (ṣabr) in acting in obedience to Allah.
