Thus the word of your Lord has come into effect upon those who defiantly disobeyed - that they will not believe.

The explanation of the tafsīr of the word of Allah the Exalted: كَذَلِكَ حَقَّتْ كَلِمَةُ رَبِّكَ عَلَى الَّذِينَ فَسَقُوا أَنَّهُمْ لا يُؤْمِنُونَ (33) (Thus has the word of your Lord been confirmed against those who have transgressed the limits, that they do not believe.)
Abū Jaʿfar said: Allah — exalted be His mention — says: Just as these polytheists (mushrikīn) have been turned away from the truth toward error, so has the word of your Lord been confirmed — that is to say: His decree and His judgement have become obligatory upon them, in that which had already gone forth previously through His knowledge — against those who have committed moral corruption (fisq), and who have thereby departed from obedience to their Lord into disobedience to Him and disbelief in Him — that they do not believe. That is to say: they do not believe in the Oneness of Allah, nor in the prophethood of His Prophet ﷺ.
