ٱلَّذِينَ إِذَا ٱكْتَالُوا۟ عَلَى ٱلنَّاسِ يَسْتَوْفُونَ

Who, when they take a measure from people, take in full.

    And His words: الَّذِينَ إِذَا اكْتَالُوا عَلَى النَّاسِ يَسْتَوْفُونَ ("those who, when they take measure from the people, exact the full measure") (83:2). The Exalted, whose remembrance is exalted, says: those who, when they have the due that they are owed by people measured out, demand for themselves the full measure and thus take it in full from them. The words "ʿalā" and "min" interchange with one another in this place, except that when one says "iktaltu minka" ("I have had measured out from you"), what is meant by it is: "I have taken the full measure from you."

    وقوله: ( الَّذِينَ إِذَا اكْتَالُوا عَلَى النَّاسِ يَسْتَوْفُونَ ) يقول تعالى ذكره: الذين إذا اكتالوا من الناس ما لهم قبلهم من حقّ، يستوفون لأنفسهم فيكتالونه منهم وافيا، و " على " و " مِن " في هذا الموضع يتعاقبان غير أنه إذا قيل: اكتلت منك، يراد: استوفيت منك.
