His statement: فَالْمُدَبِّرَاتِ أَمْرًا ("By those who govern the affairs") means: namely the angels who govern what has been entrusted to them of affairs by command of Allah. Thus also have the exegetes of the Qurʾān (ahl al-taʾwīl) explained it.

    * Mention of who said that:

Bishr related to me, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning فَالْمُدَبِّرَاتِ أَمْرًا ("By those who govern the affairs"); he said: these are the angels.

Ibn ʿAbd al-Aʿlā related to us, saying: Ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda, something similar.
