And when it is said to them, "Bow [in prayer]," they do not bow.

His statement: وَإِذَا قِيلَ لَهُمُ ارْكَعُوا لا يَرْكَعُونَ ("And when it is said to them, 'Bow down,' they do not bow down"). The Exalted, whose praise is exalted, says: and when it is said to these criminals (mujrimūn), who deny the threat of Allah — the people who reject it — bow down in the bowing of the prayer (rukūʿ); then they do not bow down.
The scholars of interpretation (ahl al-taʾwīl) differed concerning the time at which this is said to them. Some of them said: that is said in the Hereafter, when they are called to the prostration (sujūd) and are unable to do it.

Muḥammad ibn Saʿd related to me, saying: my father related to me, saying: my uncle related to me, saying: my father related to me, on the authority of his father, on the authority of Ibn ʿAbbās, concerning his statement: وَإِذَا قِيلَ لَهُمُ ارْكَعُوا لا يَرْكَعُونَ . He said: they are called to the prostration on the Day of Resurrection, but they are unable to prostrate, because they did not prostrate to Allah in the worldly life.
And others said: no, that was said to them in this worldly life.

Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning his statement: وَإِذَا قِيلَ لَهُمُ ارْكَعُوا لا يَرْكَعُونَ — hold fast to performing the bowing (rukūʿ) well, for the ritual prayer (ṣalāh) has a high rank with Allah. And Qatāda said, on the authority of Ibn Masʿūd, that he saw a man praying without performing the bowing, and another dragging his lower garment along the ground, and that he then laughed. They said: what makes you laugh? He said: two men made me laugh. As for the one: Allah does not accept his prayer, and as for the other: Allah does not look at him.
And it was said: by the bowing (rukūʿ) in this place the ritual prayer (ṣalāh) is meant.

Muḥammad ibn ʿAmr related to me, saying: Abū ʿĀṣim related to us, saying: ʿĪsā related to us; and al-Ḥārith related to me, saying: al-Ḥasan related to us, saying: Warqāʾ related to us — both on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning his statement: وَإِذَا قِيلَ لَهُمُ ارْكَعُوا لا يَرْكَعُونَ . He said: perform the prayer.
And the soundest of the statements concerning this is that one says: that is a report from Allah, the Exalted, whose praise is exalted, about these criminal people, that they were disobedient to Him in His command and His prohibition, that they did not follow His command and did not desist from that which He forbade them.
