Tafseer of The Heights · Al-A'raaf · 7:131
But when good came to them, they said, "This is ours [by right]." And if a bad [condition] struck them, they saw an evil omen in Moses and those with him. Unquestionably, their fortune is with Allah, but most of them do not know.

The statement concerning the interpretation of His saying: فَإِذَا جَاءَتْهُمُ الْحَسَنَةُ قَالُوا لَنَا هَذِهِ وَإِنْ تُصِبْهُمْ سَيِّئَةٌ يَطَّيَّرُوا بِمُوسَى وَمَنْ مَعَهُ ("So when good came to them, they said: This is ours; and when something evil befell them, they ascribed it to an evil omen of Mūsā and those with him") (131)
Abū Jaʿfar said: He, exalted be His mention, says: So when well-being, fertility, abundance, and plentiful fruits came to the people of Firʿawn, and they saw what they loved in their worldly life — (they said: "This is ours"), we have more right to it — (and when something evil befell them), by which droughts, crop failures, and calamity are meant — (they ascribed it to an evil omen of Mūsā and those with him), he says: they regarded it as a bad omen and said: our portion and our share of prosperity, fertility, and well-being have vanished ever since Mūsā, peace be upon him, came to us.

And in accordance with what we have said about this, the interpreters of the Qurʾān have spoken.
* Mention of who said that:
14983 - Muḥammad ibn ʿAmr related to me, saying: Abū ʿĀṣim related to us, saying: ʿĪsā related to us, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning his saying: (So when the good came to them), the well-being and the prosperity — (they said: This is ours), we have more right to it — (and when something evil befell them), calamity and punishment — (they ascribed it to an evil omen), they regarded Mūsā as a bad omen.
14984 - Al-Muthannā related to me, saying: Abū Ḥudhayfa related to us, saying: Shibl related to us, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, in similar fashion.
14985 - Yūnus related to me, saying: Ibn Wahb informed us, saying: Ibn Zayd said concerning his saying: (So when good came to them, they said: This is ours; and when something evil befell them, they ascribed it to an evil omen of Mūsā and those with him): they said: This has befallen us only because of you, O Mūsā, and because of those who are with you; we have seen no evil and it has not befallen us until we saw you! And His saying: (So when good came to them, they said: This is ours), he said: the good is what they love. And when it was something they detested, they said: This has befallen us only through the evil omen of these who commit wrongdoing! The people of Ṣāliḥ said: اطَّيَّرْنَا بِكَ وَبِمَنْ مَعَكَ ("We ascribe an evil omen to you and to those with you"), whereupon Allah said: طَائِرُكُمْ عِنْدَ اللَّهِ بَلْ أَنْتُمْ قَوْمٌ تُفْتَنُونَ ("Your omen rests only with Allah; nay, you are a people who are being tested") [Surah Al-Naml: 47].

The statement concerning the interpretation of His saying: أَلا إِنَّمَا طَائِرُهُمْ عِنْدَ اللَّهِ وَلَكِنَّ أَكْثَرَهُمْ لا يَعْلَمُونَ ("Indeed, their omen rests only with Allah, but most of them do not know") (131)
Abū Jaʿfar said: He, exalted be His mention, says: Indeed, the omen of the people of Firʿawn and of others — and that is their shares of prosperity, fertility, and other shares of good and evil — rests only with Allah, but most of them do not know that it is so. And because of their ignorance of that, they ascribed an evil omen to Mūsā and those with him.

And in accordance with what we have said about this, the interpreters of the Qurʾān have spoken.
* Mention of who said that:
14986 - Al-Muthannā related to me, saying: ʿAbd Allāh ibn Ṣāliḥ related to us, saying: Muʿāwiya related to me, on the authority of ʿAlī, on the authority of Ibn ʿAbbās: (Indeed, their omen rests only with Allah), he says: their calamities rest with Allah. Allah said: (but most of them do not know).
14987 - Al-Qāsim related to me, saying: al-Ḥusayn related to us, saying: Ḥajjāj related to me, on the authority of Ibn Jurayj, saying: Ibn ʿAbbās said: (Indeed, their omen rests only with Allah), he said: the decree comes from Allah.
