Tafseer of The Hypocrites · Al-Munaafiqoon · 63:1
When the hypocrites come to you, [O Muhammad], they say, "We testify that you are the Messenger of Allah." And Allah knows that you are His Messenger, and Allah testifies that the hypocrites are liars.

The Exalted, whose mention is exalted, says to His Prophet Muḥammad ﷺ: إِذَا جَاءَكَ الْمُنَافِقُونَ (When the hypocrites come to you), O Muḥammad, قَالُوا (they say) with their tongues: نَشْهَدُ إِنَّكَ لَرَسُولُ اللَّهِ وَاللَّهُ يَعْلَمُ إِنَّكَ لَرَسُولُهُ ("We bear witness that you are truly the Messenger of Allah. And Allah knows that you are truly His Messenger"). Whether the hypocrites said that or not: وَاللَّهُ يَشْهَدُ إِنَّ الْمُنَافِقِينَ لَكَاذِبُونَ ("And Allah bears witness that the hypocrites (munāfiqūn) are truly liars"). He says: and Allah bears witness that the hypocrites are liars in their claim concerning themselves that they bear witness that you are truly the Messenger of Allah; and that is because they do not believe that and have no faith in it, so that they are liars in their claim concerning themselves about that.
And some of the philologists said concerning His word: وَاللَّهُ يَشْهَدُ إِنَّ الْمُنَافِقِينَ لَكَاذِبُونَ ("And Allah bears witness that the hypocrites are truly liars"): what lied was only their hidden inner self, because they kept the hypocrisy (nifāq) concealed; and just as their faith (īmān) was not accepted, even though they displayed it openly, so likewise they were made out to be liars, because they concealed something other than what they displayed openly.
