Tafseer of The Iron · Al-Hadid · 57:2
His is the dominion of the heavens and earth. He gives life and causes death, and He is over all things competent.

And His statement: لَهُ مُلْكُ السَّمَاوَاتِ وَالأرْضِ ("To Him belongs the dominion of the heavens and the earth"). The Exalted, whose praise is exalted, says: to Him belongs the dominion of the heavens and the earth and whatever is within them; and nothing within them is able to escape from Him. In all of them His command is effective and His judgment is carried out.
And His statement: يُحْيِي وَيُمِيتُ ("He gives life and causes death"). He says: He gives life to whatever He wills of the creation, by bringing it into existence as He wills — and that occurs by His bringing forth from the dead drop of sperm a living being, by breathing the spirit into it after stages through which He transforms it therein, and similar matters — and He causes to die whatever He wills of the living beings, after life, after it has reached its appointed term, and causes it to perish. وَهُوَ عَلَى كُلِّ شَيْءٍ قَدِيرٌ ("and He is capable of all things"). The Exalted, whose praise is exalted, says: and He possesses power over all things; nothing that He wills is impossible for Him, whether the giving of life or the causing of death, the granting of honor or the humiliation, or other matters than these.
