There is, at its occurrence, no denial.

And His word before its occurrence there is no denying (56:2) — the Exalted says: before the occurrence of the Event (al-wāqiʿa) there is no denying, no rejection, and no exception. The word "denying" (al-kādhiba) is in this place a verbal noun (maṣdar), like al-ʿāqiba (outcome) and al-ʿāfiya (well-being).
And along the lines of what we have said about this, the people of interpretation have spoken.

Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, before its occurrence there is no denying: that is to say: there is for it no exception, no return, and no undoing.
Ibn ʿAbd al-Aʿlā related to us, saying: Ibn Thawr related to us, on the authority of Maʿmar; on the authority of Qatāda, concerning His word before its occurrence there is no denying, he said: exception.
