Or did they create the heavens and the earth? Rather, they are not certain.

أَمْ خَلَقُوا السَّمَاوَاتِ وَالأرْضَ ("Or have they created the heavens and the earth?"). He says: Have they created the heavens and the earth, such that they would be the creators? The meaning of this in reality is: they have not created the heavens and the earth. بَل لا يُوقِنُونَ ("Nay, they are not certain"). He says: It is not the case that they failed to follow the command of their Lord and to submit to obedience to Him in what He commanded and forbade because they had created the heavens and the earth and had thereby become lords. Rather, they did so because they have no firm certainty regarding the threat of Allah and regarding the punishment (ʿadhāb) which He has prepared in the Hereafter for those who disbelieve (kufr) in Him.
