The word will not be changed with Me, and never will I be unjust to the servants."

Explanation of the saying of the Exalted: مَا يُبَدَّلُ الْقَوْلُ لَدَيَّ وَمَا أَنَا بِظَلامٍ لِلْعَبِيدِ "The word is not changed with Me, and I am not unjust toward the servants." (29)
The Exalted, whose remembrance is exalted, says, informing about what He will say to the polytheists (mushrikīn) and their companions among the jinn on the Day of Resurrection, when they dissociate themselves from one another: The word that I spoke to you in the worldly life is not altered — and that is His saying: لأَمْلأَنَّ جَهَنَّمَ مِنَ الْجِنَّةِ وَالنَّاسِ أَجْمَعِينَ ("I shall surely fill Hell (jahannam) with jinn and people altogether") — nor is My decree altered which I have decided concerning them therein.
As Muḥammad ibn ʿAmr related to me, saying: Abū ʿĀṣim related to us, saying: ʿĪsā related to us; and al-Ḥārith related to me, saying: al-Ḥasan related to us, saying: Warqāʾ related to us — both — on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning His saying مَا يُبَدَّلُ الْقَوْلُ لَدَيَّ : I have already decided what I shall decide.
Ibn Ḥumayd related to us, saying: Ḥakkām related to us, on the authority of ʿAnbasa, on the authority of Muḥammad ibn ʿAbd al-Raḥmān, on the authority of al-Qāsim ibn Abī Bazza, on the authority of Mujāhid, concerning His saying مَا يُبَدَّلُ الْقَوْلُ لَدَيَّ — he said: I have already decided what I shall decide.
And His saying وَمَا أَنَا بِظَلامٍ لِلْعَبِيدِ ("and I am not unjust toward the servants") — He says: I am not one who punishes any of My creation for the crime of another, nor one who places upon any of them the sin of another in order to punish him for it.
