To Allah belongs the dominion of the heavens and the earth; He creates what he wills. He gives to whom He wills female [children], and He gives to whom He wills males.

The explanation of the saying of the Exalted: لِلَّهِ مُلْكُ السَّمَاوَاتِ وَالأَرْضِ يَخْلُقُ مَا يَشَاءُ يَهَبُ لِمَنْ يَشَاءُ إِنَاثًا وَيَهَبُ لِمَنْ يَشَاءُ الذُّكُورَ (42:49) — ("To Allah belongs the dominion over the heavens and the earth. He creates what He wills; He bestows upon whom He wills daughters, and He bestows upon whom He wills sons.")
The Exalted, whose praise is sublime, says: to Allah belongs the dominion over the seven heavens and the earths; He does in His dominion what He wills, and He creates what He loves to create. He bestows upon whom He wills among His creatures, as children, the daughters without the sons, by making every pregnancy that his wife bears from him into a girl. وَيَهَبُ لِمَنْ يَشَاءُ الذُّكُورَ ("and He bestows upon whom He wills the sons") — He says: and He bestows upon whom He wills among them the sons, by making every pregnancy that his wife bears into a male child and no girl among them.
