But Moses said, "Indeed, I have sought refuge in my Lord and your Lord from every arrogant one who does not believe in the Day of Account."

The statement concerning the interpretation of His saying, the Exalted: وَقَالَ مُوسَى إِنِّي عُذْتُ بِرَبِّي وَرَبِّكُمْ مِنْ كُلِّ مُتَكَبِّرٍ لا يُؤْمِنُ بِيَوْمِ الْحِسَابِ (27) (And Moses said: "I seek refuge in my Lord and your Lord from every arrogant one who does not believe in the Day of Reckoning.") (40:27)
The Exalted, whose mention is exalted, says: And Moses said to Pharaoh and his nobles: I have, O people, sought refuge in my Lord and your Lord, from every one who is arrogant against Him, who is too proud to acknowledge His oneness, to profess His divinity, and to obey Him, who does not believe in the Day on which Allah calls His creatures to account, on which He rewards the doer of good for his good deeds and requites the doer of evil for the evil that he committed.
And Moses — the blessings of Allah and His peace be upon him — restricted the seeking of refuge in Allah specifically to whoever does not believe in the Day of Reckoning, because whoever is not convinced as a believer of the Day of Reckoning does not hope for the reward for good, and does not fear the punishment for evil and for the heinous deeds that he commits. For this reason his seeking of refuge was directed specifically against this kind of people.
