Allah is the Creator of all things, and He is, over all things, Disposer of affairs.

And His statement: ( اللَّهُ خَالِقُ كُلِّ شَيْءٍ وَهُوَ عَلَى كُلِّ شَيْءٍ وَكِيلٌ ) (Allah is the Creator of all things, and He is over all things a Guardian.) The Exalted, whose praise is exalted, says: Allah, to whom divinity belongs above all His creatures, He to whom worship alone belongs, is the Creator of all things — not that which is incapable of creating anything — and He is over all things a Guardian (wakīl). He says: and He is over all things a Keeper, who takes charge through preservation and protection.
