Tafseer of The Groups · Az-Zumar · 39:20
But those who have feared their Lord - for them are chambers, above them chambers built high, beneath which rivers flow. [This is] the promise of Allah. Allah does not fail in [His] promise.

And His words: ( لَكِنِ الَّذِينَ اتَّقَوْا رَبَّهُمْ لَهُمْ غُرَفٌ مِنْ فَوْقِهَا غُرَفٌ مَبْنِيَّة ) ("But those who fear their Lord, for them there are lofty dwellings with above them yet more lofty dwellings, built"). The Exalted One, whose praise is proclaimed, says: but those who fear their Lord by fulfilling His obligations and avoiding what He has forbidden, for them there are in the Garden lofty chambers, with above them yet more built chambers — high apartments, one above the other — ( تَجْرِي مِنْ تَحْتِهَا الأنْهَارُ ) ("beneath which rivers flow"). The Exalted One, whose mention is exalted, says: beneath the trees of their gardens the rivers flow.
And His words: ( وَعَدَ اللَّهُ ) ("Allah has promised"). He, whose praise is exalted, says: We have promised these dwellings, above which there are yet more built dwellings in the Garden, to these God-fearing ones ( لا يُخْلِفُ اللَّهُ الْمِيعَادَ ) ("Allah does not break the promise"). He, whose praise is exalted, says: and Allah will not break His promise to them, but He will fulfill His promise to them completely.
