And We did not create the heaven and the earth and that between them aimlessly. That is the assumption of those who disbelieve, so woe to those who disbelieve from the Fire.

The statement concerning the interpretation of His word, the Exalted: ( وَمَا خَلَقْنَا السَّمَاءَ وَالأَرْضَ وَمَا بَيْنَهُمَا بَاطِلا ذَلِكَ ظَنُّ الَّذِينَ كَفَرُوا فَوَيْلٌ لِلَّذِينَ كَفَرُوا مِنَ النَّارِ ) (27) ("And We did not create the heaven and the earth and what is between them in vain; that is the assumption of those who disbelieve; so woe to those who disbelieve, because of the Fire") (27).
The Exalted, whose remembrance is exalted, says: ( وَمَا خَلَقْنَا السَّمَاءَ وَالأرْضَ وَمَا بَيْنَهُمَا ) ("and We did not create the heaven and the earth and what is between them") as useless play and amusement; We created them only so that obedience to Us might be practiced therein, and so that one might comply with Our command and Our prohibition.
( ذَلِكَ ظَنُّ الَّذِينَ كَفَرُوا ), He says: that is to say, the assumption that We created that as something futile and as play is the assumption of those who disbelieve in Allah and did not acknowledge Him as One, and did not know His greatness, and did not realize that it does not befit Him to act in vain — so that thereby they would know with certainty that He creates nothing in vain. ( فَوَيْلٌ لِلَّذِينَ كَفَرُوا مِنَ النَّارِ ), He means: because of the Fire of Hell (jahannam).
